The Guide

Overview
This Facilitator Guide was developed to help you deliver this book in a direct manner. The lesson plan was developed as a 24 hour program, but there are reduced 8 and 4 hour programs that can be used if a shorter version is desired.
In addition to the lesson plan there are overhead masters for reproduction and use as an audio visual. In addition to the overhead transparency masters, this PowerPoint program can be used in the Slide Show mode in PowerPoint.
Be sure to review the objectives, and the notes to the instructors in the margins. Some of these points will help you find more information. In addition to the annotated information, watch the web site for updated data that might have changed since publication.
What's Inside
Propane Emergencies is designed to help fire service and industry emergency responders to develop the knowledge and skills necessary to safely and effectively manage a propane emergency in transportation or at fixed facilities. It is based upon nationally recognized engineering practices, recommended operating practices, and training programs.
The Incident Management System and tactical guidelines used in this book are based upon the Eight Step Process. The system establishes a management structure which fits any size or level of Haz Mat response; it provides an incident management framework with one specific goal- to maximize safety for emergency response personnel and the general public.
The book is divided into ten major sections:
Section-1, "Introduction, Scope, and Purpose," reviews the objectives of the book and examines current issues involving propane emergencies.
Section-2, "Physical Properties and Characteristics of Propane," provides an in-depth look at how propane is refined and processed, its physical characteristics, and various combustion characteristics.
Section-3, "Standards, Codes, and Regulations," takes an in-depth look at the various consensus standards, state and federal regulations which serve as the basis for propane storage tank design, construction, and operation.
Section-4, "Non-Bulk Container Design and Construction Features," reviews the basic construction features of propane stationary tanks, mobile tanks, cylinders, and DOT portable tanks.
Section-5, "Bulk Transportation Design and Construction," reviews the basic construction features of cargo tank trucks and railroad tank cars.
Section-6, "Bulk Plants and Bulk Storage Tanks," reviews the basic layout and design of bulk storage plants and bulk storage tanks up to 60,000 gallon capacity.
Section-7, "General Emergency Response Procedures" reviews the Incident Management System as it applies to propane incidents, and provides a tactical decision-making framework for managing propane emergencies by providing an overview of the Eight Step Process.
Section-8, "Tactical Response Guidelines for Propane Emergencies" provides some general guidance on how to size-up specific types of propane fires and leaks, evaluate their hazards and risks, and mitigate various types of container emergencies.
Section-9, "Product Removal, Transfer, and Recovery Operations" provides some general guidance on how to evaluate damage to bulk transportation containers, site safety practices, grounding and bonding considerations, methods of product removal, and uprighting loaded cargo tank trucks.
Section-10, "Appendices" includes a detailed glossary, suggested readings and references , and other support materials.
The Guide
Facilitators Guide
The guide includes Sections 1-9 of the Facilitator's Guide which contains Objectives and Instructor Information and Tips in a printable format.
Video/DVD Tips
The Propane Emergencies (PE) video is a professionally designed training aid that is part of the Propane Emergencies educational curriculum. The video is available in DVD and is designed for maximum instructor flexibility. It can be used (1) as an integral element within the formal PE curriculum; (2) as part of a short drill or training session on propane; or (3) as a "stand-alone" training aid. The running time for the entire video is approximately 48 minutes and is also a PDF, printable document.
Propane Emergency Scenarios
There are 20 tactical Scenarios for instructors to teach with, which includes 20 interactive scenarios.
PowerPoint Presentation
All of the PowerPoint slides included in the original Propane Emergencies Facilitator's Guide are now available.
Student Workbook
This includes a Technician level Student Directed Note-taking Guide which includes a comprehensive outline of the material in a 24 hour format and an optional pre-test and post-test multiple choice examination for each section of the 24 hour program. The instructor can use this as a learning assessment tool.
